The Certificate in Florida City and County Management program offers a comprehensive examination of Florida city and county management. The certificate courses are drawn from the Master of Public Administration degree program at the, Reubin O’D. Askew School of Public Administration and Policy.
The curriculum is designed to stimulate critical examination and application of theory, concepts, and best practices in Florida city and county management. Those completing the program will be awarded the prestigious “Certificate in Florida City and County Management” from Florida State University.

What are the program requirements?
The Graduate Certificate in Florida City and County Management requires the completion of the following four graduate-level courses for a total of 12 credit hours.
PAD 5935: Local Government Administration (3 Credits)
The initial course in the certificate program focuses on the day-to-day management of local governments with an emphasis on forms of government, services provided, budget and finance processes and issues, and personnel and labor matters.
PAD 5826: Intergovernmental Management and Relations (3 Credits)
PAD 5826 focuses on current local government issues that necessitate intergovernmental cooperation with an emphasis on annexation, redevelopment, urban planning, revenue sharing, service delivery and consolidation, and legislative initiatives.
PAD 6136 Management Studies (3 Credits)
PAD 6136 focuses on management case studies with an emphasis on ethical challenges facing local government administrators in terms of personal business, council/manager relations, employee relations (including disciplinary matters), and other duties and responsibilities.
PAD 6300: Governmental Administration in Florida (3 Credits)
The capstone course in the certificate program focuses on the history of local government in Florida and serve as a vessel to examine solutions for current and future issues facing local government administrators.
Formats and Assignments
The hybrid on-line format will require on-line assignments and two full days of in class sessions per class. Readings from the Florida State Statutes, applicable ICMA books, journal articles, and special publications will be assigned.
Students will be assigned weekly questions from the readings. All students will be given access to the university’s on-line Blackboard system to enable each student to share their weekly responses with the other students in the class in an on-line discussion format. Students are encouraged to challenge the literature and on-line comments in a professional and constructive manner.
Each class will include one or more individual written assignments and a final exam designed to demonstrate the student’s grasp of the material presented.
