
The Certificate in Florida City and County Management offers advanced study in Florida city and county management. The courses are drawn from the Master of Public Administration degree program of the Florida State University, Reubin O’D. Askew School of Public Administration and Policy. The curriculum is designed to stimulate critical examination and application of theory, concepts, and best practices in Florida city and county management. Those completing the program will be awarded the prestigious “Certificate in Florida City and County Management” from Florida State University.

What are the program requirements?
The Graduate Certificate in Florida City and County Management requires the completion of the following four graduate-level courses (12 Credits):
PAD 5935: Local Government Administration (3 Credits)
Course will focus on the day to day management of local governments with an emphasis on forms of government, services provided, budget and finance processes and issues, and personnel and labor matters.
PAD 5826: Intergovernmental Management and Relations (3 Credits)
Course will focus on current local government issues that necessitate intergovernmental cooperation with an emphasis on annexation, redevelopment, urban planning, revenue sharing, service delivery and consolidation, and legislative initiatives.
PAD 6136 Management Studies (3 Credits)
Course will focus on management case studies with an emphasis on ethical challenges facing local government administrators in terms of personal business, council/manager relations, employee relations (including disciplinary matters), and other duties and responsibilities.
PAD 6300: Governmental Administration in Florida (3 Credits)
Course will focus on the history of local governments in Florida and serve as a capstone course to examine solutions for current and future issues facing local government administrators.
Formats and Assignments
The hybrid on-line format will require on-line assignments and two full days (Saturday 9/27 and Saturday, 11/1 from 9:00 AM to 4:00 PM) of in class sessions per class. The students will be assigned readings from the Florida State Statutes, applicable ICMA books, journal articles, and special publications. One of the in-class sessions will involve a concentrated lecture format on key points for the students to grasp. The other session will be an interactive session with a diverse group of experienced Florida City and County Administrators. The in-class sessions will be held in different locations throughout the state for the convenience of the participants.
Students will be assigned weekly questions from the assigned readings. All students will be given access to the university’s on-line blackboard to enable each student to share their weekly responses with the other students in the class in an on-line discussion format. Students are encouraged to challenge the literature and on-line comments in a professional and constructive manner.
Each class will include one or more individual written assignments and a final exam to evidence the student’s grasp of the material presented.
